The Repeat Offender Parole Enforcement (R.O.P.E.) Squad is asking for the public’s help in locating a federal offender wanted on a Canada Wide Warrant for breaching his statutory release.
Richard Kocher is described as a Caucasian man, aged 51.
He is 6’1″ , weighs 209 lbs and has black hair, blue eyes and wears prescription glasses.
Kocher has tattoos on his chest and the middle of his back.
He is currently serving a seven year sentence for two counts of armed robbery.
Kocher is known to frequent the Ottawa and Kitchener-Waterloo areas.
