Rolling on wheels does not necessarily mean you should be on the road.
Renfrew OPP tell myFM that they’ve recently dealt with reports involving a person operating a wheelchair or medical scooter in the middle of the road.
They say that if you’re using either one, you are a pedestrian and should be using the sidewalk whenever possible.
If you end up on a road without a sidewalk, they say to travel along the left shoulder to face oncoming traffic and to get back onto a sidewalk as soon as safely possible.
