The Town of Renfrew has requested to enter a 5-year contract with the County of Renfrew to provide Human Resources (HR) services for the municipality.
The Town of Renfrew has approximately 90 employees.
In the request, the town suggests the county could eventually manage services for all 17 local municipalities, starting with Renfrew.
The Town of Renfrew is also suggesting future conversations about shared services may include IT Services, Engineering Services, Collaborative Purchasing, Integrated Digital Strategy, Development and Land Use Planning Services and perhaps Co-ordinated Legal Services.
A service delivery review completed by the County of Renfrew in November of 2020, found that public sector organizations with shared human resources experienced 91% cost reductions, 90% experienced process efficiencies and 86% experienced improved internal controls.
The proposal submitted shows the Town of Renfrew paying the county between $52,000 and $55,000 each year over the course the five year contract to provide HR services.
The county contracted HR person would be given office space in the Town of Renfrew with the expectation they are on site three days per week.
The proposed five-year contract would start January 1st, 2022 and wrap up December 31st, 2026.
Warden Debbie Robinson told members of county council the next step will be negotiations and a report will come back at a later date so everyone has a clear understanding of the agreement.
