A little-known deal on Great Lakes-St. Lawrence River water levels may have been a contributing factor to flooding along the Ottawa River in both 2017 and this Spring, according to local MP Cheryl Gallant.
The Member of Parliament for Renfrew-Nipissing-Pembroke says the IJC regulates water levels on the Great Lakes and St. Lawrence River water system and its tributaries, including the Ottawa River.
The MP says the seemingly secret deal between the partners on water levels was reached five years ago.
Plan 2014 was signed in 2016 following the election of the current US President, but before he was sworn in.
The issue was a topic of hearings at the New York State level in 2017 where a witness told State Senators he believed Plan 2014 was a contributing factor to that year’s flooding.
Gallant has written to Jane Corwin, United States Chairperson for the IJC, requesting immediate action to reverse what she sees as the faulty water management protocols embedded within Plan 2014.
